		<description>I would say that 45-60% would be a better indicator of a person&#039;s financial history in regard to the longevity of the resident in the home; some people have the ability to pay 30% of the price of a home, which makes it not a good benchmark to accuratly value the sustainability of the neighborhood.  This protect the senior housing contingent, but does not incentive those who have income for residential investment type properties, unless that individual is willing to pay the additional cost of occupy the residence until the requirement is met.

I wish I had this type of authority with policy; obviously those are all just my thoughts.
