The property tax overhaul

New Jersey’s property tax breaks, including the popular Senior Freeze and ANCHOR benefits, could soon undergo dramatic changes as the state tries to keep its promise to further cut taxes for senior citizens under the Stay NJ law, according to recommendations released Thursday.

The long-awaited 101-page report comes from the Stay NJ Task Force,which was charged with figuring out how to implement the complicated and much-debated law in time for the 2026 deadline for when payments are scheduled to start.

Stay NJ, in conjunction with ANCHOR and Senior Freeze, is designed to slash property taxes by up to 50%, capped at $6,500, for senior citizens in New Jersey who earn less than $500,000 a year.

The recommendations, reviewed by NJ Advance Media, include a plan to simplify the state’s overall property tax break regime by having one application for all three programs, beginning early next year.

“A single comprehensive application along with consolidation of the programs in a sequential manner, followed by changes to how benefits are paid, should be accomplished in steps,” the report said.

But while the law also called for the task force to develop recommendations on how to fund Stay NJ, critics note the report does not include any new guidance on that.

Opponents from both sides of the political aisle have long warned that paying for the program — and even launching it at all — will be a tall challenge. The state has to reach several benchmarks and set aside more than $1 billion each year for Stay NJ payments to go out.

The recommendations that are included in the report would still have to be adopted by the state Legislature and signed by the governor to be implemented. They include:

  • Complicated calculations: The bottom line is that senior homeowners would get 50% off their property tax bills, capped at $6,500, from a combination of Stay NJ, ANCHOR, and Senior Freeze. Also, no one would get less than they currently receive under ANCHOR and Senior Freeze together.
  • Benefit calculation: The state Division of Taxation would compare a senior homeowner’s combined ANCHOR and Senior Freeze benefit to a Stay NJ benefit. “An applicant would receive the higher of the two, up to 50% of property taxes, not to exceed $6,500,” it said. If the senior homeowner has not received the equivalent of 50% of their taxes, up to $6,500, from ANCHOR and Senior Freeze combined, an additional benefit under Stay NJ would be paid by check. Homeowners not eligible for ANCHOR or Senior Freeze but eligible for Stay NJ would receive the maximum Stay NJ benefit of $6,500 or 50% of their property taxes.
  • Checks, then credits: Because of the complicated nature of providing property tax credits through the state’s 564 municipalities, the Stay NJ benefit, rather than being paid as a quarterly credit, would be sent to senior homeowners as a check in the first year. The goal would be to make the Stay NJ payment a credit on tax bills in the program’s second year.
  • One application: Residents would complete one application for Stay NJ, ANCHOR, and Senior Freeze effective Feb. 1, 2025, and legislation would need to be passed at least 90 days prior to make sure there’s time to design, print and mail the combined application.
  • Changes to residency and age requirements: All three programs would require a full year of residency as of Dec. 31, 2024. New Senior Freeze applicants would need to be 65 as of Dec. 31, 2023.
  • Streamlined income definition: ANCHOR and the Senior Freeze currently have different definitions of “taxable income.” These definitions would be made the same under all the tax break programs.
  • Renters: Renters are not eligible for Stay NJ or Senior Freeze but would continue to receive the ANCHOR benefit via check or direct deposit.

    Nope…. PACs and their monied interest need to go away. We need to take money out of politics. A large majority of citizens when surveyed something like 80% of U.S. adults say that there should be limits on the amount of money individuals and organizations can spend on political campaigns.

    Right now independent political expenditures by corporations are judged violations of the First Amendment and have NO LIMITS. Corporations can buy all the free speech they want. Individuals are limited to$3,300 per election.

    Because of the Citizens United Supreme Court ruling in 2010 we now need an amendment to the U.S. Constitution, not an easy task, as thirds of the members of each chamber of Congress would have to approve a constitutional amendment and then it would go to the States where 70% of them would have to ratify it.

    We probably won’t live long enough to see it.

    I spent a lot of my early days tracing memory leaks at that level. I was always taught to malloc and free, initialize everything and test your boundaries. But now my gladdening images have been replaced by a maddening one: President Biden hunkered down in his house there, recovering from Covid, resisting talking to anyone who will tell him the truth, hoarsely yelling, “Get off my beach!” at the growing list of Democratic lawmakers and donors trying to warn him that he is pulling down his party and the country.

    It makes me sad that Biden doesn’t see what’s inescapable: If he doesn’t walk away gracefully right now, he will likely go down as a pariah and ruin his legacy.

    The race for the Oval today is between two delusional, selfish, stubborn old guys, and that’s a depressing state of affairs.

    As for those D.C. careerists surrounding Biden who a) hid his true condition; b) gaslighted the press for focusing on what they called a nonexistent age issue; c) shielded the president from the truth about his cratering chances of winning; and d) seem to have put their self-interest first?

    One way or the other, they’ll probably be out of their jobs soon.

    Shockingly, even as the Republicans roar out of Milwaukee, vibrating with joy, Biden’s brain trust continues to run a lousy campaign, as though nothing has changed. Jennifer O’Malley Dillon, Biden’s campaign chair, went on “Morning Joe” Friday to say that the polls aren’t as bad as they are, that Biden is “more committed than ever” to running and that, when 100,000 homes got a knock on the door this past week, 76 percent of the respondents “are with Joe Biden.” Then, as Alex Thompson reported for Axios, Dillon went from cable news to a rah-rah call telling staffers not to pay attention to cable news because “the people in our country are not watching cable news.”
    On the same day, Kamala Harris suddenly joined a call to reassure donors, but donors are in full flight.

    At the convention, I went to a “Policy Fest” held by the Heritage Foundation — the folks devising the extreme Project 2025 — and their vision for America is very creepy and retrogressive.

    Democrats should be alarmed thinking about Donald Trump with a Republican Senate promoting Judge Aileen Cannon to the Supreme Court.

    This is already over. Democrats and journalists have moved on to other questions: Will Biden throw his support to Kamala or ask for an open convention? Would Kamala agree to be on an all-femme ticket with Gretchen Whitmer? Can a candidate other than Kamala play with the pot of gold now designated for Biden? Would the amazing ratings of a gladiatorial Democratic contest and an open convention drive Trump out of his mind? (Yes!!)

    Tony Fabrizio, a Trump pollster, told reporters this week that not only does the campaign have an ad blitz about Biden’s debate brain freeze ready to go, but it also has primo oppo on Kamala. “Rest assured,” he said, “we are 100 percent ready.”

    But Republicans are nervous about a Dem ticket swap. Tom Cotton posted that it would be a “coup.”

    Biden has a right to be sniffy about some of the elite Democrats who want him out. Even if Barack Obama stopped messing with his Netflix money and came to Delaware to tell Biden to go, Biden wouldn’t listen. He’s still bitter that Obama pushed him aside for Hillary in 2015, so he doesn’t want to hear from either of them. Obama always seems to be leading Joe off the stage — even at that glossy Hollywood fund-raiser — and Joe resents it. He doesn’t want to have that awful feeling like he had in 2016 when he watched Trump beat Hillary, after he had stepped aside.
    Now CNN reports that Biden is “seething” at his old friend Nancy Pelosi, the most respected person in the party, because he thinks she’s coordinating a campaign to force him out. Pelosi’s longtime pal in the California delegation, Zoe Lofgren, put out a letter Friday urging Biden to step aside, and New Mexico Senator Martin Heinrich and Ohio Senator Sherrod Brown, who is sure to bring others with him, also joined the chorus.

    It’s true that Pelosi has played Madame Web in this crisis, initially trying to create a silky web that would caress Biden out of the race, and only getting tougher once he resisted. She has been sitting with her maps of the political world, working the phones and doing her head counts.

    She loves Biden — he was more grateful for her help than Obama was and more effusive in his praise — but she loves the House more. She refuses to let the president burn it down for the sake of his ego and make it easy for Trump to slouch back to Washington with messianic, vengeful dreams.

    Given that Biden said it would take the Lord Almighty to make him drop out, I have no doubt that Pelosi has been using their shared Catholic faith to guilt-trip the president into understanding the stakes, and what she thinks the Lord Almighty would want. Certainly, she might have said, she doesn’t like Trump claiming, as he did this week, that the Lord Almighty is on his side.

    Really, what the Democrats need is a thrilling open convention, rather than a coronation. Trump just had one of those, after all.

    3b, early days and Kamala may be well already well versed on high level talking points, especially on things routinely asked on media. On things that need a lot of detail, she may be able to handle things better than Hillary did since may not know too much detail and hopefully will delegate.

    I remember Sanders grilling Hillary on committing to increase FICA on all incomes, and she was trying to explain why it is difficult to achieve, and that she will sign if congress sends a bill to her (instead of saying “yes”). I’d give Kamala a chance and hope to see more of the current course (investments in infrastructure, pharma costs down, rent controls, and maybe some restrictions on speculative purchases of homes by corps/foreign companies). Trump can become a footnote…
